Topic: Engineering Ethics

Desmond will provide an overview of key ethics rules affecting professional engineers under Ohio law and provide examples of what happens when engineers are faced with disciplinary action.

Presenter: Desmond J. Cullimore, P.E., BCEE

Desmond Cullimore is a Professional Engineer with more than 10 years of experience in the field. As a Board Certified Environmental Engineer, Desmond specializes in Water Supply and Wastewater, and holds an Ohio EPA Wastewater Treatment Class 3 Operator certification.

Desmond was a Bricker & Eckler Construction Fellow with legal experience in project delivery methods, competitive bidding, prevailing wage, contract issues, litigation and alternative dispute resolution. He is experienced in residential and commercial development, and utility master planning, and has worked as an engineering consultant and municipal engineering manager. His experience includes managing the planning, engineering, and construction of municipal capital improvements for water distribution systems, water and wastewater treatment facilities, sanitary sewer systems, storm sewer systems, and closed landfills.

Desmond also has experience with collection/distribution systems modeling, watershed

protection, landfill environmental monitoring, and the operation, maintenance, and management of public utilities. Education - Capital University Law School (J.D., cum laude, 2011) Order of the Curia, Syracuse University (B.S., Environmental Engineering) and The Ohio State University (Non-degree Graduate Coursework, Environmental Engineering)

THE ROLE OF EMERGENCY MANAGEMENT IN DISASTERS Keynote Speaker: Laura Adcock, Ohio Emergency Management Agency (Ohio EMA)

When natural disasters strike, engineers play a vital role in the response and recovery process. Engineering expertise in a variety of disciplines is needed to assess damage to infrastructure and restore water service, communication lines, power grids and the transportation network.

Ms. Adcock will talk about how the engineering profession aids local governments following disasters.

Laura Adcock is the Disaster Recovery Branch Chief at the Ohio EMA, where she administers the FEMA Public Assistance Grant Program following Presidential disaster declarations and has implemented the Program for 26 Presidential disaster declarations in Ohio.

Project Description: I-71 interchange with US 36/SR 37

The Ohio Department of Transportation (ODOT) is planning to construct improvements to address the safety and congestion currently experienced at the existing I-71/US 36/SR 37 interchange due to inadequate ramp and arterial capacity. The DEL-71-7.91 project will construct an interchange at I-71, south of the existing US 36/SR 37 interchange in Delaware County, Ohio. The project will enhance capacity and increase mobility on the national highway system in partnership with private economic development, using more than 80% of non-federal funding.

The I-71 interchange with US 36/SR 37 is located in rural Delaware County approximately 20 miles north of Columbus, Ohio.  It is the only interchange for 10 miles in either direction on I-71 serving the Delaware County region.  I-71 is an important north-south interstate freight route, connecting Cleveland to Cincinnati. It is highly used by commuters in the rural regions of Delaware, Marion, Knox and Morrow counties to reach jobs in the urbanized Columbus region. 

The project also involves construction of a new roadway, Sunbury Parkway, which will run from Africa Road near Alum Creek at US 36/SR 37 east, over I-71 to Wilson Road. The new Sunbury Parkway will extend further east to the Village of Sunbury at US 36/SR 37 (Cherry Street) via the section to be constructed by the Village of Sunbury’s New Community Authority.  The new Sunbury Parkway will have a boulevard look with a median and also provide sidewalk and a multi-use path for pedestrian and bicycle travel.  The first phase of the project includes the proposed interchange and Sunbury Parkway connection to a Wilson Road extension and is scheduled to begin construction in 2019.

Presenter: Steve Fellenger, P.E.

Steve has been with the Ohio Department of Transportation for 17 years and works as a Project Manager in the ODOT District 6 office in Delaware. 

He is currently managing multiple projects, three of which are estimated between $59 Million and $162 Million.

Steve has a Bachelor’s of Engineering degree from Youngstown State University and is a registered Professional Engineer.
