Title: ”Asphalt Pavement Rehabilitation Techniques

Synopsis: The presenter will be discussing why the state has taken a major shift towards preventative road maintenance and the tools that are being used.   Treatments that will be discussed will be crack sealing, micro surfacing, cape sealing, chip seal interlayer’s and a new technology that will be tested in Delaware County in 2018. He will instruct the attendees on the appropriate timeframe to use such treatments for maximum results.  Finally, the City of Cincinnati and Columbus have taken part in large preventative maintenance projects over the past several years.  He will review results and the unique way Cincinnati has administered their projects.

PRESENTER: Zack Helm, Technical Sales and Marketing, Strawser Construction, Inc

BIOGRAPHY:  Zack Helm, graduated from Mount Vernon Nazarene University in 2007.  I have been working with Strawser Construction since 2012 but have grown up in the pavement preservation industry throughout my entire life.  My main responsibility at SCI is to educate agencies on the different tools on the market to help extend pavement life.  I assist with street assessments, specification updates, & new product/business development.

Topic: Engineering Ethics

Desmond will provide an overview of key ethics rules affecting professional engineers under Ohio law and provide examples of what happens when engineers are faced with disciplinary action.

Presenter: Desmond J. Cullimore, P.E., BCEE

Desmond Cullimore is a Professional Engineer with more than 10 years of experience in the field. As a Board Certified Environmental Engineer, Desmond specializes in Water Supply and Wastewater, and holds an Ohio EPA Wastewater Treatment Class 3 Operator certification.

Desmond was a Bricker & Eckler Construction Fellow with legal experience in project delivery methods, competitive bidding, prevailing wage, contract issues, litigation and alternative dispute resolution. He is experienced in residential and commercial development, and utility master planning, and has worked as an engineering consultant and municipal engineering manager. His experience includes managing the planning, engineering, and construction of municipal capital improvements for water distribution systems, water and wastewater treatment facilities, sanitary sewer systems, storm sewer systems, and closed landfills.

Desmond also has experience with collection/distribution systems modeling, watershed

protection, landfill environmental monitoring, and the operation, maintenance, and management of public utilities. Education - Capital University Law School (J.D., cum laude, 2011) Order of the Curia, Syracuse University (B.S., Environmental Engineering) and The Ohio State University (Non-degree Graduate Coursework, Environmental Engineering)

THE ROLE OF EMERGENCY MANAGEMENT IN DISASTERS Keynote Speaker: Laura Adcock, Ohio Emergency Management Agency (Ohio EMA)

When natural disasters strike, engineers play a vital role in the response and recovery process. Engineering expertise in a variety of disciplines is needed to assess damage to infrastructure and restore water service, communication lines, power grids and the transportation network.

Ms. Adcock will talk about how the engineering profession aids local governments following disasters.

Laura Adcock is the Disaster Recovery Branch Chief at the Ohio EMA, where she administers the FEMA Public Assistance Grant Program following Presidential disaster declarations and has implemented the Program for 26 Presidential disaster declarations in Ohio.
